Monroe C. Tabingan


Biography

He is a 1985 graduate of the Baguio Colleges Foundation, College of Law. While enrolled thereat, he was then working as a Court Clerk/Stenographer with the then City Court of Baguio, under the Honorable Romeo A. Brawner, an Outstanding City Court Judge, now an Associate Justice of the Court of Appeals. He was promoted as Interpreter when the City Court became the Municipal Trial Court in Cities under Batas Pambansa Bilang 129. After the 1985 BAR, he became the Branch Clerk of Court of the Municipal Trial Court in Cities at Baguio, Branch I. Thereafter, he transferred to the Regional Trial Court, Baguio City as a Research Attorney, In 1989, he opted to join the Citizen Legal Assistance Office [now the Public Attorneys' Office] as a Citizen's Attorney II [now Public Attorney II]. As such, he was assigned at the Municipal Trial Courts and the Regional Trial Courts of Baguio and Benguet. In this capacity, he handled criminal and civil cases, special proceedings, and special civil actions. He was also assigned to handle cases with quasi-judicial bodies such as the National Labor Relations Commission, the People's Law Enforcement Board, in administrative bodies such as the Philippine Overseas Employment Administration, the Social Security System, as well as in the Department of Labor and Employment agencies. It was in 1995 that he joined the National Labor Relations Commission as a Labor Arbiter. He was first assigned as a reviewer with the First Division of the Commission at the Main Office, then at the Regional Arbitration Branch at San Fernando, La Union. Presently, he is with the Regional Arbitration Branch of the Cordillera Administrative Region at Baguio City. He had been a faculty member of the BCF College of Law since 1986. Presently, he is on leave from his Alma Mater. He was an Assistant Professor II-1 at the Saint Louis University College of Law from SY 1998 till SY 2000. He taught Labor Relations Law; Laws on Public Corporation; Laws on Intellectual Property; Special Proceedings and Remedial Law Review. Presently, he is a University Lecturer at the newly opened college of Law of the Universiy of Baguio. He is presently working on two (2) more books, hopefully to be published in the next few months.
