Biography
Joe-Santos Balagtas Bisquera epitomizes, in his professional career, the Philosopher-King Marcus Aurelius. His having reached the higher levels in corporate business management is equally matched with outstanding accomplishments in legal and business education. JSB graduated Bachelor of Business Administration, major in Accounting, "Summa Cum Laude" (Gold Medal), in April 1968 at the University of the East (UE) - Manila. He passed the Licensure Examination for Certified Public Accountants in 1969, earning high marks in Business Law & Taxation and Theory of Accounts. He was UE's 1968 Citizenship Awardee for Men (Outstanding Academic and Campus Leadership Award) and was finalist in the search for the 1968 Ten Outstanding Students in the Philippines. He was an active student leader in the 60s having been the Vice-President, UE Student Government (1966), Assistant Treasurer & Board Member, National Union of Students of the Philippines (NUSP) and President/Grand Lord Chancellor, BETA EPSILON SIGMA Honor Fraternity, among others. He finished his Master of Business Administration (MBA), in April 1975 at the University of the Philippines-Diliman, graduating as the 1975 Class Valedictorian, garnering the highest Overall Weighted Grade Average (Magna Cum Laude equivalent). With said accomplishment and having been a consistent University and College Scholar at UP, he was inducted into the prestigious International Honor Societies 'Phi Kappa Phi' and 'Pi Gamma Mu.' He received the Outstanding Graduate Award (Gold Medal) from the Management Association of the Philippines (MAP) for said academic performance. Deciding to pursue his childhood ambition, he finally entered Law School, finishing his Bachelor of Laws, "Cum Laude" and Class Valedictorian (Gold Medal), in May 1992 at the University of the East-Manila. He passed the BAR Examination in 1994. He is now working on his Thesis for his Master of Laws degree at the University of Manila. JSB is a practicing Lawyer, with appearances in the Regional, Metropolitan and Municipal Trial Courts at Paranaque, Manila, Quezon City, Pasay City, Pasig City, Binan, Laguna on criminal and civil cases as well as Labor Cases before the Labor Arbiters and the National Labor Relations Commission. He has succeeded in receiving favorable decisions on several criminal and civil cases, notably those handled on a 'pro bono' basis. JSB is a BAR Reviewer and Law Professor in Mercantile Law and Taxation, for the past 10 years, at the University of Manila and at some time at the San Sebastian College-Manila. He handles Transportation, Insurance, Banking Laws and Special Commercial Laws plus all the areas of Taxation. He is also a Professor of Financial Management for more than 20 years at the De La Salle University Graduate School of Business. In 1998, he was adjudged an Outstanding Graduate School Professor at DLSU even as he was on several occasions the Chairman, Department of Financial Management. He was likewise for more than 10 years a Graduate School Professorial Lecturer in Financial Management, Business Policy and Management Accounting at the University of the Philippines-Diliman as well as at the UE, PSBA and Ateneo de Manila. As a young graduate, he taught Accounting Subjects at the De La Salle University and PSBA.
