Judge Alicia B. Gonzalez-Decano


Biography

She is a holder of A.A, BSE, AB, LLB, MA in Ed., LLM and DCL degrees and former Presiding Judge of Regional Trial Court, Branch 47 and former Executive Judge, Urdanete City, Pangasinan. She worked as a high school teacher at the Dagupan Colleges, later become a College Professor at the University of Pangasinan where she became the head of the English Department. She was a law professor in the same institution. She also teaches law subjects at the Graduate School of Law, University of Sto. Tomas, Manila and a Consultant; Law & Political Cluster,m UST Graduate School. Judge Decano entered the government service as a Municipal councilor in 1956 and at the same time she practiced and taught law subjects a the University of Pangasinan. She was later appointed as Assistant Provincial Fiscal of Pangasinan in 1975. She becane a Second Assistant City Fiscal of Dagupan City. She stayed in the prosecutory service for eight (8) years. In 1983 she was appointed as Presiding Judge of the Metropolitan Trial Court of Manila, Branch 28 and occupied the said position for eight (8) years. During the same period, she was appointed Chairman of the Seminar Planning Committee of the Metropolitan Trial Court of Metro Manila by the Supreme Court . She was designed Pilot Judge of the Continuous Trial Scheme in the Metropolitan Trial Court of Manila. In 1990shw was appointed by the late President Corazon Aquino as RTC Judge. Judge Decano was also actively involved in various civic and religious organizations, among which were the Metropolitan Trial Court Judges Association of Manila where she served as its President in 1989 – 1990; Philippine Association of Law Professors as former Secretary and VP for Luzon, Region I; Regional Trial Court Judges Association as Past Secretary and as Past President, Region I; Philippine Women Judges Association, as Past Director Prosecutors' League of the Philippines, as its Past President; Innerwheel Club of Dagupan, as its Past President; Soroptimist International of Dagupan, as its Past President, aand Past District Director, and former President of the RTC Judges Association of Region I. Judge Decano finds time to attend seminars a speaker on various subjects. To her credit, she has written numerous articles some of which were published in known journals and some found their way to the Supreme Court Reports Annotated (SCRA). Because of her untiring efforts for judicial reforms, she received numerous awards among which are: Most Outstanding MTC Judge of the Philippins in 1988; Second Prize for her article “Proposed Innovations in Judicial Management and Procedure” sponsored by the Philippine Women Judges Association; Golden Harvest Award; She was nominated as one of the Most Outstanding RTC Judges for 1990, 1991 and 1992.
