    Recent Supreme Court decisions relating to administrative disciplinary proceedings as well as the promulgation by the Civil Service Commission of the Revised Rules on Administrative Cases in the Civil Service (RRACCS) repealing the Uniform Rules on Administrative Cases in the Civil Service (URACCS) and recent CSC memorandum circulars and resolutions war-ranted the updating of the Handbook.
    Likewise included in this edition is the rule on sexual harassment cases since its exclusion from the previous Handbook rendered an incomplete overview of the administrative offenses in the Civil Service.
    This edition remained true to the goals of the previous Handbook, that is, to provide a straightforward, simple and ready reference material relative to the rules governing administrative disciplinary and sexual harassment cases in the Civil Service as well as to enlighten the readers of the various offenses found in these rules, how and in what manner said offenses are committed, and the corresponding imposable penal-ties thereto.
    This edition is but a small step towards the realization of both goals.
