    This humble work is somewhat an expansion of an earlier work I did entitled: “The General Banking Law of 2000” which was annotated with notes principally based on the deliberations of the Philippine Senate.

    I was fortunate enough to be the engrossment officer at that time and handled the various incarnations of the measure (The General Banking Law of 2000) until its enactment thereby witnessing first-hand the deliberations on this groundbreaking law.

    As an overview, this work is presented using the original template of the first edition but now taking into consideration other banking laws and applicable jurisprudence.
