Biography

1. Obtained his LIB. (cum laude) from the Institute of Law, Far Eastern University in 1976. 2. Passed the 1976 Bar Examination, and started his practice in law in 1977. 3. Got married on 14 February 1983 to Katherine B. So, with whom he begot 5 children, 3 girls and 2 boys, namely: Esther, Ruth, John Vincent, Mark Daniel, and Deborah. 4. His written opinion on a question of law regarding whether or not the strike staged by the Filipino crew onboard JSS Britannia, a vessel where there was a CBA in two maritime cases in Sweden con­vinced the Labour Court of Sweden to rule in favor of the ship owner, his client's principal. The cases are "Seabronze Shipping Co., Ltd., plain­tiffs, versus Swedish Seafarer's Union, Swedish Transport Workers Un­ion." Matter No. A 134/88 and "Swedish Stevedoring Companies' Asso­ciation, plaintiff, versus Swedish Transport Workers' Union," Matter No. A 136/88. Since the Labour Court of Sweden is supreme in labor cases, its decision in these cases was final and could not be brought up to its Supreme Court. The cases were known in the maritime world as the JSS Britannia case. The legislature of Sweden, an ITF country, had to pass a law to overturn the decision. 5. In the Philippines, he handled two cases which became precedents — Philippine School of Business Administration v. Court of Ap­peals, et al., G.R. No. 84698, 4 February 1992, where the Supreme Court laid down a new legal doctrine under the law on obliga­tions and contracts that schools are liable for deaths of students if it can be established that they have not exercise the due diligence of a good father of a family in giving their students reasonable protection in and about the school campuses and classrooms. Conti v. Court of Appeals, et ah, G.R. No. 134441,19 May 1999, where the Supreme Court held that a party can file a certiorari under Rule 65 of the Revised Rules of Court even if his motion for reconsideration has not been resolved yet by the lower court or tribunal if the resolution thereof is unreasonably delayed. 6. He wrote three articles, two on law, one on philosophy in two journals — Existence and Freedom in Karl Jaspers' Philosophy, Far Eastern University Journal, vol. 1, no. 1, January 1991. A Case for the Reversal of People v. Marti, The Lawyers Re­view, vol. x, no. 3, 31 March 1996. Clarifying the Rule on the Need for a Judicial Decree of Nullity of Void Marriage, The Lawyers Review, vol. xiv, no. 5, 31 May 2000. 7.
