Atty. Langcay is the Chief Customs Operations Officer and the Chief of Departure Division at the Port of NAIA. He began his career as a former Attorney IV in the Prosecution Litigation Division, Legal Service. He then continued on as an Acting Chief for the same division, Run After The Smugglers (RATS) Legal Service, Miscellaneous Bonded Warehouse Division, Port of Manila; and the MICP.

He then became a Member of the Drafting Team, CAO and CMO on Seizure and Forfeiture Proceedings, then the CAO and CMO of Fines and Surcharges.
