THE AUTHOR has been in the practice of law for twenty five years. He is not only teaching the subject on Administrative Law but also has an actual hands-on experience in handling administrative and election cases. He was once commended by the late Vice President Salvador H. Laurel for guarding the certificates of canvass during the 1986 national elections. As technical assistant of former Manila councilors Star Querubin and Alberto Domingo, he also had an actual participation on how local elections are conducted. He has handled cases in most quasi-judicial agencies and government bodies like the Commission on the Settlement of Land Problems (COSLAP), Housing and Land Use Regulatory Board (HLURB), Municipal Agrarian Reform Office (MARO), the Bureau of Food and Drugs, the Board of Medicine and Engineering in the Professional Regulations Commission, Department of Trade and Industry, Maritime Industry Authority (MARINA), Land Transportation Franchising and Regulatory Board (LTFRB), the Board of Pardons and Parole, National Police Commission (NAPOLCOM), People’s Law Enforcement Board (PLEB), the Philippine Overseas Employment Administration (POEA), the National Labor Relations Commission (NLRC) the Securities and Exchange Commission (SEC), Mines and Geosciences Bureau (DENR) and the Laguna Lake and Development Authority (LLDA), to name a few. For several years, he sat as a member of the Management Committee of the University of the East. He was also the Chairman of the Committee on Investigation and Decorum on Sexual Harassment in the same University and at one time, the Chairman of the Student Disciplinary Board of the University of the Philippines, Manila whose main task was to investigate fraternity, sorority and personnel related cases. He is the petitioner in the leading case of Ulep v. Legal Clinic, Inc., 223 SCRA 378 and he is presently the Vice President of the IBP, Manila, Chapter III.
