The author, Clarence Paul V. Oaminal, was born on May 8, 1970 in Cebu City and a grandson of Spouses Atty. Isaac Bacalso De la Victoria and Lourdes Zabate Daclan of San Nicolas District, Cebu City on the maternal side, Don Sancho Oaminal and Honorata Bacol of Misamis Occidental on the paternal side. Finished his elementary at the Labangon Elementary School and College of Law at the University of San Jose Recoletos. He is a practising lawyer, an active member of the IBP-Cebu City Chapter. Has conducted hundreds of lectures before Local Government Units, law enforcement agencies, people’s organizations and NGO’s. A National Awardee of the Police National Training Institute as Most Outstanding Instructor for the Private Sector in the year 2001. He is the Legal Consultant of the Philippine Drug Enforcement Agency-7 to Regional Directors, PSSUPT. Roberto Comilang and PSSUPT, Gaudencio B. Pagaling, Director of the Kilos Laya Laban sa Droga (KILL-DROGA). Founding Chairman and Executive Director of the PHILIPPINE INSTITUTE FOR GOVERNMENTAL REFORMS AND DEVELOPMENT (PhiliGRD).
