The author comes from the capital town of Pili, Camarines Sur. He is the youngest of the seven(7) children of Spouses Cipriano L. Nacor(+) and Milagros B. Balane of Camalig and Sto. Domingo, Albay. He graduated in 1993 from Ateneo de Naga (now a University) with Bachelor’s Degree in Political Science. He finished his law studies at the University of Nueva Caceres (UNC), Naga City. He took the 1998 Bar Examinations and passed the same with a General Average of 80.75%, obtaining a grade of 91% in Taxation and 90% in Legal Ethics and Practical Exercises. Interested in politics and inclined to serve in the government, writer in 1992 (age coverage then was 16 to 21), ran and was elected as the first Sangguniang Kabataan(SK) Chairman of Barangay Santiago, Pili, Camarines Sur. He served from December 1992 (year of organization) to May 1996. Upon passing the Bar Examinations in April 1999 and prior to his oath-taking, he was engaged by the Department of Agriculture Regional Field Unit No. 5 based in the same municipality, as Legal Officer. His involvement in government procurement dates back since his employment in 1999 until at present; serving in the bidding committee in various capacities. He is the Chief of the Legal Office, and at present, the OIC-Chief of the Administrative Division in concurrent capacity. Presently, he is the Vice Chairman of the Bids and Awards Committee and its Secretariat Head. To hone his skills as in-house counsel of the agency, he was granted limited authority to practice his profession; and as Notary Public, to complement his function. He is married to Atty. Antonette Majelta M. Sumayao, an Assistant City Prosecutor of the Naga City Prosecution Office, and a graduate of the University of Santo Thoman(UST) Faculty of Civil Law. They have three(3) children, namely: Cyrene Gerald Andrei, Fiona Anjella and Fielle Antonia. The author, with his family, lives in Naga City.
