Dr. Lhem J. Naval is the Managing Partner at Naval-Tapuyao Daomilas and Associates Law Office. He studied philosophy at Notre Dame of Marbel University, South Cotabato. He earned his Master of Arts in Pastoral Ministry at St. John Vianney Theological Seminary before transferring to Our Lady of Perpetual Help Seminary in Marbel, South Cotabato.

He got his L.LB. from Misamis University and his master’s in Political Law and doctorate in Juridical Science from San Beda. He teaches at numerous universities and is Dean of Misamis University’s law school. He is the Vice President of the Integrated Bar of the Philippines Misamis Occidental Chapter, Chair of Legal Aid Services (2019-2021), and Clerk of Court V at Regional Trial Court Branch 14, Oroquieta City.

He is also a priest and legal counsel for the Archdiocese of Ozamis, Misamis Occidental.
