Atty. Victor T. Tulalian is a Litigation Counsel and Legal Consultant who was a former Court Attorney, Supreme Court and Court of Appeals, a former Securities Counsel at the Securities and Exchange Commission, and a Former Resource Speaker, San Beda College-Alabang and Manila Police District. He is a member of the Philippine Bar, as well as a Lifetime Member of the Integrated Bar of the Philippines.

He also took units in Master in Public Management Program (MPM), Ateneo de Manila University.
