Judge Narciso M. Aguilar presides over the Regional Trial Court, Branch 4, Kalibo, Aklan. He was formerly the Presiding Judge of the 6th Municipal Circuit Trial Court (Pandan-Libertad-Caluya) and Acting Presiding Judge ofthe 5th Municipal Circuit Trial Court (Culasi-Sebaste), all in Antique. He was cited as “MOST OUTSTANDING MUNICIPAL CIRCUIT TRIAL JUDGE OF THE PHILIPPINES” in 1995 by the Press Media Affair, a Manila-based organization functioning as biographical compilers and researchers of outstanding personalities in different fields of human endeavor. The author finished his Bachelor of Arts degree at the Western Institute of Technology, La Paz, Iloilo City, and his Bachelor of Laws degree at the University of Negros Occidental-Recoletos, Bacolod City. He took and passed the Bar examinations in 1981. From 1982 to 1986, the author practiced law. Thereafter, he joined the Department of Labor and Employment as its Chief Legal Officer and Med-Arbiter for Region 6. He was appointed Municipal Circuit Trial Judge by then President Corazon C. Aquino on January 31, 1992. A native of Maasin, Iloilo, the author is happily married to Maria Luz E. Layson of Duenas, Iloilo with whom he has five children, namely: Russel, Ryan, Ronald, Gretchen, and Raymund. His father, Jose A. Aguilar, Sr., and his mother, Benedicta M. Madera, are all deceased. While he was still in the practice of law, the author was also a college instructor, teaching various social and political science subject in the following schools: West Negros College, University of Negros Occidental-Recoletos and Visayan Maritime Academy. He was also a reviewer in Commercial Laws at the Negros Occidental CPA Review School. Presently, he teaches Remedial Law at the Aklan College, Kalibo, Aklan.
