Attorney Monroe C. Tabingan got his start as a Court Clerk/Stenographer at the City Court of Baguio, where he worked for the Honorable Romeo A. Brawner, an Outstanding City Court Judge who is now an Associate Justice of the Court of Appeals. He graduated from the Baguio Colleges Foundation College of Law in 1985. He became the Branch Clerk of Court of the Municipal Trial Court in Cities at Baguio, Branch I, after the 1985 BAR. At the moment, he works in Baguio City for the Regional Arbitration Branch of the Cordillera Administrative Region. He has taught at the University of Baguio College of Law since 1986. Before that, he taught at the BCF College of Law. He has written four books. The Art of Presentation of Evidence and Special Proceedings Book 1 and 2 2020 Edition are two of his most recent books.
