PEMS Ryan Victorio Ryan is a police officer, a bomb technician, former SWAT member, a teacher, and an author. Dr. Rico is a program consultant for a review center for criminologists and a training facility for security employees in the academic world. Additionally, he teaches in undergraduate and graduate programs at numerous campuses in Metro Manila, as well as some regions of Luzon and Visayas. He has regularly been asked to speak at various seminars on bombing investigations as a resource speaker. He has shared his insights with budding criminologists in our nation as a commencement speaker. His career began when he joined the Philippine National Police, where he worked in the Makati City Police Station’s Special Weapons and Tactics Squad and Explosive Ordnance Disposal unit. In the same field, he has also won numerous awards.
