PMSg ROY ESTREMERA ESTILLERO was born in Paco, Manila and a member of the PNP Class 2009-02 Batch “HINIRANG”. He obtained his Bachelor of Science in Criminology in University of Northern Philippines, Bachelor of Science in Customs Administration in PMI Colleges, and Professional Teaching Education Major in Social Studies in ICCT Colleges. He finished his Master of Public Administration at Taguig City University, Master of Arts in Education Major in Guidance Counseling at Pamantasan ng Lungsod ng Muntinlupa, Juris Doctor at Manila Law College and Doctor of Philosophy in Criminology in Philippine College of Criminology. He is currently in dissertation defense in his Doctor of Public Administration in Eulogio “Amang” Rodriguez Institute of Science and Technology. He was given an award of 2024 Excellence in Leadership and Outstanding Public Servant of the Year, 2023 Most Admirable Public Servant and Police Officer of the Year, 2022 Hero of the Year, 2022 Outstanding CSP by PSIS International, 2021 Excellence in the Line of Duty by JCI Manila, 2021 Outstanding Filipinos (Qualifier) by Metrobank Foundation and as 2020 Most Outstanding Criminologists of the Year by the Professional Criminologists Association of the Philippines. A Registered Criminologist, Licensed Professional Teacher, Certified Criminalistics Specialist, Certified Security Professional, Certified Security Investigator, Certified Security Trainer and a Certified Security Management Specialist. He is a national reviewer/lecturer for Board Licensure Examination for Criminologists, Napolcom PNP Entrance and Penology Examination in various review centers, and a guest instructor at the following institutions: Philippine National Police Training Institute, Philippine National Police Training Service, Regional Service Training Unit, Regional Learning and Doctrine Development Division, Regional Investigation and Detective Management Division, and part-time faculty member in various Criminology Colleges and University. Currently, he is assigned as Criminal Investigator at Criminal Investigation and Detection Unit (CIDU), Quezon City Police District.
