Roald Romualdez Arcangel is the author of “Si Laling Handa” Children’s Storybook Series on Disaster Preparedness. He is a Local Disaster Risk Reduction and Management practitioner and a Commissioned Technical Officer in the Ready Reserve Force of the Armed Forces of the Philippines. Roald is a Political Science graduate from Colegio de San Juan de Letran-Intramuros and has a Master’s degree in Public Administration from the University of Santo Tomas.
