Atty. Francis Tom Temprosa, LL.M., is a Doctor of the Science of Law candidate at the University of Michigan where he is a Michigan Grotius Fellow. He holds a Master of Laws degree from the said university on scholarship as DeWitt Fellow. He graduated with a Certificate of Merit awarded by International Court of Justice Judge Bruno Simma, and his paper won the Kuoba Prize as Best Paper on International Peace and Security. He holds anexecutive certificate on the Strategic Management of Regulatory and Enforcement Agencies from the Harvard Kennedy School of Government. He has a Juris Doctor degree, Second Honors, from the Ateneo Law School and a Bachelor of Arts in Journalism degree, Cum Laude, from the University of the Philippines. He is a proud product of the public school system of the philippines, graduating valedictorian from Lagro High School.
