JOSE AAARI BENJAMIN F. U. TIROL was admitted to the Philippine Bar in 1999. He is a member of the Tirol and Tirol Law Office and teaches at the College of Law, University of San Agustin, both in lloilo City, and was the Legislative Staff Chief of the office of the Deputy Speaker for Mindanao, House of Representatives of the Philippines from 2002-2004. He has been serving as the Corporate Secretary of the University of San Agustin Inc. since 2004. The author has a Bachelor of Arts major in History from the University of the Philippines in the Visayas, Miag-ao, lloilo (1994), a Bachelor of Laws, cum laude from the University of San Agustin (1998), and a Master of Laws, cum laude from the University of Santo Tomas, Manila (2004). The first edition of this book was based on the thesis he submitted in compliance with the requirements of his Master of Laws degree.
