It has been four years since the first edition of this book was released in the year 2010. The Supreme Court, through various Decisions and Resolutions, has further clarified the provisions of the 2004 Rules on Notarial Practice, especially on the instances when competent evidence of identity must be presented to the notary public. These Decisions and Resolutions, the latest of which are of 2014 vintage, comprise the bulk of this revision.
