Then, as it still is, there are still a lot of discussion and debate on the content, intent and impact of the Act, with various individuals and sectors having their own understanding and interpretation of its various provisions. And one of the reasons for this lack of understanding is the lack of references and literature, not only relative the Mining Act, in conjunction and within the context of other laws likes the IPRA and Local Government Code.
While I must admit that some of the commentaries in the book are debatable, it does provide useful and significant insights as to evolution of the legal and social environment where the Act is currently situated and operating. Hopefully, the book will be able to provide the reader with a wider and deeper perspective, and understanding, of the Act and its provisions. Certainly, it does not operate in a vacuum, but rather is in a constant flux of interaction, both positively and negatively with other laws, policies, rules and regulations.
