He holds a Certificate of Completion in Comparative Tax Policy and Administration from Harvard University and a Diploma in Fiscal Decentralization and Local Government Financial Management from Duke University. He earned his Master in National Security Administration as a class topnotcher and gold medalist from the National Defense College of the Philippines. Atty. Dascil graduated Magna Cum Laude with an A.B. in Political Science in 1987 and completed his LL.B. as a Dean’s Lister from Lyceum of the Philippines in 1995. He also completed an Economic Development Policy training program in Korea in 2001.
