Atty. Carlo L. Cruz was born on November 25, 1957, to Salvacion Lopez and Justice Isagani Cruz, in.Quezon City.

He is an alumni of University of the Philippines [AB 1978, majored in Journalism], and of San Beda College of Law [LL.B. 1982 cum laude] and was eventually admitted to the Practice of Law in 1983, wherein he became a Junior Associate of Angara, Concepcion, Regala & Cruz [March-April 1983].

After his stint at Angara, Concepcion, Regala & Cruz, he then became an Associate at Belo Ermitano Abiera [1983-1986], and eventually a Partner at Belo Abiera & Associates [1987-1993].

He then became the Founding Partner [1993] and Managing Partner [1993-1998 and December 2007–March 2012] at The Law Firm of Cruz Cruz & Navarro III.

Currently, he is a part of the Collaborating Counsel, Cruz Law Office, from April 2012 up to the present.

He is also a Professor of, Political Law, Constitutional Law, Administrative Law and the Law of Public Officers, San Beda College of Law [1984-2005]; Political Law Review, Constitutional Law I, Constitutional Law II, Administrative Law and the Law of Public Officers, University of Perpetual Help Las Pinas College of Law [2004-2009].

He is also a Professorial Lecturer, Constitutional Law I and Constitutional Law II, College of Law, Lyceum of the Philippines University [2nd Semester, SY 2009-2010 up to the present]; Political Law Review, University of the Philippines College of Law [SY 2012-2013 up to the present], Constitutional Law I, University of Sto. Tomas Faculty of Civil Law [1st Semester, SY 2014-2015].

Atty. Carlo Cruz is also an esteemed Bar Review Lecturer of Administrative Law and the Law of Public Officers in Arellano College of Law [1993]. Political Law and Constitutional Law, in Jurists Review Center [2009 up to the present], Bar Review Institute of the University of the Philippines Law Center (with lectures at UP Cebu and UP Diliman) [2013 up to the present], Lyceum of the Philippines University, College of Law [2009 up to the present], Suprema Legis, New Era University [2013 up to the present], University of Sto. Tomas Faculty of Civil Law [2013 up to the present], Philippine Christian University College of Law [2011 and 2014].

He is an MCLE Lecturer at institutions such as Jurists Review Center [2007-up to the present] and Lyceum of the Philippines University, College of Law [2012-2013], Sed Lex [November 2013].

He is the author of several books, such as Philippine Administrative Law; The Law of Public Officers. Co-Author: Philippine Political Law. Editor-in-Chief: San Beda Law Journal [1981-1982]; The Barrister [1979-1981].

He is married to Joy C. Cruz, with two daughters, Carissa Mia and Isabella.
