This edition is written to mark the birth centenary of the author, who personally revised this work for the last time more than twenty years ago, and wrote his final words ever eleven years after.
This comes at the heels of the writer’s effort to refresh the author’s other work, his Constitutional Law, which has as well just been published.
In the preface of his last edition, the author wrote his “warm greetings and appreciation” to all those who have “joined” him as “kindred spirits in the study of the republican government under the aegis of the Rule of Law.”
