As the adage goes, things have changed over the years. After the last revision of this book in 2020, our Congress passed several penal laws amending certain provisions of the Revised Penal Code. Republic Act No. 11594, approved on October 29, 2021, amended Articles 183 and 184 of the Revised Penal Code increasing the penalties for Perjury. On December 10, 2021, Republic Act No. 11596, entitled An Act Prohibiting the Practice Child Marriage, was passed introducing a crime of Child Marriage. Thus, by implication, Child Marriage is one of the marriages contracted against the provisions of the law – a felony under Article 350 of the Code. Moreover, another important penal law was passed on March 4, 2022. Republic Act No. 11648 amended Article 266-A of the Code on statutory rape raising the threshold age from 12 to 16 years old. The law also amended Article 337 and 338 of the Code on Qualified Seduction and Simple Seduction, respectively.
