Special attention is given to provisions for absentee and detainee voting, emphasizing the importance of inclusivity and accessibility in elections. The second chapter delves into the legal framework surrounding candidacy, discussing the qualifications and disqualifications of candidates, the filing and effects of Certificates of Candidacy (CoCs), and the rules on substitution, withdrawal, and nuisance candidates. It also addresses issues such as material misrepresentation and the disqualification process, underscoring the importance of ensuring that only qualified individuals can seek public office.

In writing this final book in the Laws on Public Administration trilogy, the expanse volume of statutes, particularly amendatory laws passed after the Omnibus Election Code and the present Constitution, pertinent resolutions of the Commission on Elections, and important jurisprudence, presented a challenge to produce a comprehensive yet readable work for the law student and the election lawyer.

Such measured and methodical exploration is complemented by the author’s in-depth study of extant special procedural rules and prevailing case laws that have permeated our evolving electoral legal system.
