While this Primer was originally drafted within the context of the work rendered by Philippine embassies and consulates, I have included in the discussion the rules on remote notarization of paper documents which I hope the notaries public will find useful during these times and which now find application in embassies and consulates pursuant to rules that were issued by the Department of Foreign Affairs only recently. I also included a discussion on the Apostille Convention—the most widely applied plurilateral treaty in the field of legal cooperation—which entered into force for the Philippines in 2019.

While this Primer was originally drafted within the context of the work rendered by Philippine embassies and consulates, I have included in the discussion the rules on remote notarization of paper documents which I hope the notaries public will find useful during these times and which now find application in embassies and consulates pursuant to rules that were issued by the Department of Foreign Affairs only recently. I also included a discussion on the Apostille Convention—the most widely applied plurilateral treaty in the field of legal cooperation—which entered into force for the Philippines in 2019.

Through this Primer, it is my dearest hope to contribute in further capacitating consular officers and their staff, lawyers and notaries public in the performance of their duties, and to improve services rendered to the public by providing a more standard interpretation and application of these rules and raising the predictability of these services.
