The Electric Power Reform Act of 2001 also known as “EPIRA Law” (Republic Act No. 9136) was promulgated on July 2, 2001 Twenty-five years have since passed but no book has been written to give basic understanding of the law.
This book is a guide to young lawyers, and practitioners (whether from the legal profession, finance officers, engineers or executives) and provide context on the necessity of passing this law and the institutions it sought to build after the breaking up of the National Power Corporation (NPC), a monopoly in the industry. This book will give background to the privatization and restructuring of the power industry. To remain relevant, it will focus on the development of the power industry. It will provide a guide on the industry structure, rate regulations and the reorganization of regulatory and policy making institutions of the industry.
