Since then, the Supreme Court had promulgated numerous rulings on special penal laws. These decisions have strong impact upon members of the legal profession and the law students as well. For instance, the guidelines in determining discernment under R.A. No. 9344 have already been laid down in an En Banc decision of CICLXXX v. People (2023).
