While the general notion of Public Office is that of public trust, a much nuanced understanding of legal concepts is necessary to further understand the over-all functions of Public Office and the roles and actions of the Public Officer, from appointment or election, the commencement of official relations, the duties and responsibilities appurtenant to the office, and up to the cessation of official relations. As most of the foundational legal commentaries on the Law on Public Officers originated from Mechem’s work and other legal authorities on this subject-matter as cited by the Supreme Court, this present work incorporates, aside the foundational concepts and case law, other pertinent legislation, among others, the Code of Ethical Standards for Public Officers And the Ease of Doing Business Act.
