Diplomacy is the proverbial adhesive that keeps the world intact. Without it, states would not be able to co-exist and briefly work in harmony. The idea of interdependence assumes that states are willing to set aside their conflicts and collaborate with each other to advance their national interests. If individuals are capable of making rational decisions and avoiding war, then their collective opinions should matter too. The policy climate is the prevailing sentiment among policy makers and other influential individuals. It includes beliefs about what the government, international organizations, and nongovernmental groups should do on the international level—particularly when faced with international conflict or security threats.
