Two years after its maiden publication, the author felt the need to revise the book. The Congress, in a span of the same period, has enacted several special penal laws which are relevant in the study of law such as: Anti-Safe Spaces Act (RA No. 11313), Motorcycle Crime Prevention Act of 2019 (RA No. 11235), and Anti-Terrorism Law (RA No. 11479) – the latter law expressly repealing RA No. 9372 (Human Security Law), which was prominently featured in the 2019 edition of this book.

In addition to these developments, there are also Supreme Court decisions interpreting the provisions of the Comprehensive Dangerous Drugs Act (RA No. 9165), Special Protection of Children Against Abuse, Exploitation and Discrimination Act (RA 7610), Anti-Trafficking in Persons Act (RA 9208). These decisions, now forming part of the law of the land, must be included in the study of law.

The idea in revising the book is to present the laws and jurisprudence in a systematic, orderly, and simple manner. For the convenience of readers, the laws are grouped and presented in accordance with the titles of crimes of the Revised Penal Code. In this way, one can easily correlate a particular special penal law with relevant provisions of the Code.
